DISCUSSION AND OUTLOOK
----------------------
At 200 AM PDT (0900 UTC), the center of Hurricane Rachel was located
near latitude 20.4 North, longitude 115.6 West. Rachel is moving
toward the west near 8 mph (13 km/h) and a continued slow westward 
to west-northwestward motion is expected for the next several days.
 
Maximum sustained winds have decreased to near 90 mph (150 km/h)
with higher gusts. Fluctuations in strength are possible over the
next few days, with gradual weakening beginning by the mid part of
the week.
 
Hurricane-force winds extend outward up to 45 miles (75 km) from the
center and tropical-storm-force winds extend outward up to 150 miles
(240 km).
 
The estimated minimum central pressure is 970 mb (28.65 inches).
 
 
HAZARDS AFFECTING LAND
----------------------
SURF: Swells generated by Rachel will continue to affect the coast
of the Baja California Peninsula for the next couple of days.
These swells are likely to cause life-threatening surf and rip
current conditions. Please consult products from your local weather
