DISCUSSION AND OUTLOOK ---------------------- At 1100 PM HST (0900 UTC), the center of Tropical Storm Norbert was located near latitude 16.6 North, longitude 123.3 West. Norbert is moving toward the west near 15 mph (24 km/h) and this general motion is expected to continue over the next few days. Maximum sustained winds are near 60 mph (95 km/h) with higher gusts. Some strengthening is forecast, and Norbert could become a hurricane this weekend. Tropical-storm-force winds extend outward up to 80 miles (130 km) from the center.
