DISCUSSION AND OUTLOOK ---------------------- At 1100 AM HST (2100 UTC), the center of Tropical Storm Lowell was located near latitude 12.5 North, longitude 133.4 West. Lowell is moving toward the northwest near 5 mph (7 km/h). A turn toward the west is expected by tonight, and a westward motion at a faster forward speed is expected over the weekend. Maximum sustained winds are near 45 mph (75 km/h) with higher gusts. Little change in strength is expected through tonight. However, strengthening is expected to begin on Saturday, and Lowell could become a hurricane by Sunday night or Monday. Tropical-storm-force winds extend outward up to 70 miles (110 km) mainly to the west of the center. The estimated minimum central pressure is 1003 mb (29.62 inches).
