DISCUSSION AND OUTLOOK

At 1100 AM HST (2100 UTC), the center of Tropical Storm Lowell was
located near latitude 12.5 North, longitude 133.4 West. Lowell is
moving toward the northwest near 5 mph (7 km/h). A turn toward the 
west is expected by tonight, and a westward motion at a faster 
forward speed is expected over the weekend.
 
Maximum sustained winds are near 45 mph (75 km/h) with higher gusts.
Little change in strength is expected through tonight. However, 
strengthening is expected to begin on Saturday, and Lowell could 
become a hurricane by Sunday night or Monday.
 
Tropical-storm-force winds extend outward up to 70 miles (110 km)
mainly to the west of the center.
 
The estimated minimum central pressure is 1003 mb (29.62 inches).
