DISCUSSION AND OUTLOOK

At 1100 AM HST (2100 UTC), the center of Tropical Storm Lowell was
located near latitude 11.3 North, longitude 133.8 West. Lowell is
moving toward the east-northeast near 5 mph (7 km/h). A gradual 
turn toward the north is expected by Friday, with a westward motion 
expected by Saturday.
 
Recent satellite wind data indicate that maximum sustained winds 
are near 40 mph (65 km/h) with higher gusts. Strengthening is 
likely during the next several days, and Lowell could become a 
hurricane by Saturday night.
 
Tropical-storm-force winds extend outward up to 60 miles (95 km)
from the center.
 
The estimated minimum central pressure is 1006 mb (29.71 inches).
