Active Systems:
The National Hurricane Center is issuing advisories on Tropical 
Storm Lowell, located several hundred miles north-northwest of the 
Hawaiian Islands and on newly formed Tropical Depression 
Fourteen-E, located several hundred miles southwest of the southern 
tip of the Baja California Peninsula.
Well South-Southeast of the Hawaiian Islands:
A broad trough of low pressure associated with disorganized showers 
and thunderstorms has formed well to the south-southeast of the 
Hawaiian Islands. Some gradual development of this system is 
possible late this week into the weekend as this system moves 
generally northward. 
* Formation chance through 48 hours...low...10 percent.
* Formation chance through 7 days...low...20 percent.
Central Portion and West Portion of the East Pacific:
An area of low pressure is forecast to form several hundred miles 
south of the southern tip of the Baja California Peninsula this 
weekend or early next week. Some gradual development is possible 
thereafter, and a tropical depression could form early next week 
while the system moves generally westward.

2100 UTC.
...SPECIAL FEATURES...
The eastern Pacific remains active, with yet another tropical
cyclone developing in the basin today. Tropical Depression 
Fourteen-E forms well south-southwest of the Baja California 
Peninsula. It is centered near 15.7N 115.2W at 09/2100 UTC, 
moving west- northwest at 8 kt. Estimated minimum central 
pressure is 1006 mb. Maximum sustained wind speed is 30 kt with 
gusts to 40 kt. Peak seas are near 10 ft per altimeter data. 
Numerous moderate to isolated strong convection is noted within 
90 nm E semicircle of center. Scattered moderate to isolated 
strong convection is elsewhere to the E of center from 10N to 18N
between 111W and 115W. A generally westward motion is expected 
over the next couple of days. Gradual strengthening is forecast 
over the next several days, and the depression could become a 
tropical storm tonight or Thursday.

A tropical wave is along 90W north of 03N through Guatemala. 
The wave is moving westward at about 15 kt. Scattered moderate 
to isolated strong conveciton is from 03N to 10N between 84W and 
91W.
 
A tropical wave has its axis along 101W north of 03N. It is 
moving westward at 15 to 20 kt. Scattered moderate to isolated 
strong convection is from 04N to 15N between 91W and 107W.

...TROPICAL WAVES...
A tropical wave is approaching the Cabo Verde Islands. Its axis
is near 22W, south of 20N, moving westward at 10 to 15 kt. 
Scattered moderate and isolated strong convection is noted from 
10N to 18N between 20W and 30W. 
A tropical wave is just E of the Lesser Antilles. Its axis is 
near 59W, south of 20N and extends into Guyana, moving westward 
at around 20 kt. Scattered moderate convection is near the wave 
axis. Fresh to strong winds and rough seas are related to the
wave from 15N to 18N between 56W and 59W.  
A tropical wave is over the eastern Caribbean with axis along
68W, south of 19N, moving westward at 15 to 20 kt. The wave
supports scattered showers and isolated thunderstorms. This
convective activity is affecting Dominican Republic. 
The tropical wave previously located near 87W is now generating
showers and thunderstorms over the Yucatan Peninsula and
northern Guatemala. More information in the eastern Pacific

...MONSOON TROUGH/ITCZ...
The monsoon trough enters the Atlantic through the coast of
Mauritania near 20N16W, and continues southwestward to 09N37W. 
The ITCZ extends from 09N37W to 09N56W. Aside from convection 
noted in the tropical waves section above, scattered moderate and
isolated strong convection is noted from 06N to 11N between 30W 
and 56W.

A weak 1017 mb low pressure is analyzed near 28N88W, with a 
dissipating stationary front to the E of the low center to near 
Tampa Bay, FL, and frontal trough extending from the low to near
