Tropical Storm Watches could be required for a portion of\nthis area tonight.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 200 PM PDT (2100 UTC), the center of Tropical Storm Rachel was \nlocated near latitude 22.4 North, longitude 124.6 West. Rachel is \nmoving toward the west-northwest near 3 mph (6 km/h). This general \nmotion is expected to continue over the next 24 hours, before a \nsharp turn to the northeast, along with an increase in forward \nspeed, occurs on Friday and Saturday. On the forecast track the \ncenter of Rachel is expected to approach the northern portion of \nBaja California late Saturday.\n \nMaximum sustained winds are near 65 mph (100 km/h) with higher \ngusts.  Gradual weakening is expected over the couple of days, but \nRachel is still expected to be at tropical storm strength when it \napproaches northern Baja California.\n \nTropical-storm-force winds extend outward up to 115 miles (185 km)\nfrom the center.\n \nThe estimated minimum central pressure is 987 mb (29.15 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Rachel can be found in the Tropical Cyclone\nDiscussion under AWIPS header MIATCDEP3 and WMO header\nWTPZ43 KNHC.\n\nRAINFALL: Rachel will bring 1 to 3 inches of rain to portions of \nBaja California this weekend.\n\nRachel and the moisture associated with the system will also bring \nrainfall of 1 to 3 inches, with maximum amounts locally up to 5 \ninches across the higher terrain, across portions of the Southwest \nUnited States this weekend.
