Convective organization remains limited, with \nmainly intermittent bursts developing over the center. Additionally, \nscatterometer data showed that the low-level circulation is \nelongated from northeast to southwest, with peak winds up to 25 kt \nsouth of the circulation. Based on these data, the initial intensity \nis held at 25 kt.\n\nEnvironmental conditions will continue to limit the cyclone's \nability to strengthen or become organized over the next day or so \ndue to increasing easterly shear and dry mid-level air. The guidance \nsupports this scenario, showing the system degenerating into a \nremnant low in 24 h, then dissipating in 36 h as it continues \neastward toward the vicinity of Hurricane Rachel.
