The following\ninformation is based on satellite imagery, weather observations,\nradar, and meteorological analysis.\nBased on 0000 UTC surface analysis and satellite imagery through\n0300 UTC.\n...SPECIAL FEATURES...\nTropical Storm Rachel is centered near 17.0N 106.6W at 30/0300\nUTC, moving northwest at 11 kt. Estimated minimum central\npressure is 989 mb. Maximum sustained wind speed is 60 kt with\ngusts to 75 kt. The center is partially exposed under northerly \nshear, shifting numerous moderate to scattered strong convection\nfrom 10N to 22N between 101W and 114W. Seas near the center are \nas high as 28 ft. On the forecast track, the center of Rachel is\nforecast to move parallel to, but stay offshore of, the coast of\nsouthwestern Mexico through Thursday. Steady to rapid \nstrengthening is forecast during the next couple of days. Rachel \nis forecast to become a hurricane later tonight or early \nWednesday and a major hurricane by Thursday. Swells generated by\nRachel will affect the southwestern coast of Mexico during the \nnext couple of days and spread northward along the coast of west-\ncentral Mexico and the Baja California Peninsula through the end \nof the week. These swells are likely to cause life-threatening \nsurf and rip current conditions.
