The following\ninformation is based on satellite imagery, weather observations,\nradar, and meteorological analysis.\nBased on 0600 UTC surface analysis and satellite imagery through\n0900 UTC.\n...SPECIAL FEATURES...\nTropical Storm Norbert is centered near 18.0N 131.7W at 13/0900\nUTC, moving west at 10 kt. Estimated minimum central pressure is\n1000 mb. Maximum sustained wind speed is 45 kt with gusts to 55\nkt. Peak seas are 19 ft and very rough seas extend out 120 nm in\nthe northern and 60 nm in the southern semicircles of the \ncenter. Numerous moderate to scattered strong convection is noted\nwithin 90 nm NW and 60 nm SE semicircles. Norbert will continue \non a westward track during the next several days, with little \nchange in the intensity through the next 24 to 36 hours, then \ngradual weakening thereafter. Environmental \nconditions appear conducive for development, however, and a \ntropical depression is expected to form during the next couple of\ndays while it moves generally west-northwestward to westward \nover the central and western portions of the eastern Pacific \nbasin. This system has a high chance of tropical cyclone \nformation within the next 48 hours. A Gale Warning is in effect \nwith this system. A recent scatterometer satellite pass indicated fresh\nN gap winds across the Gulf of Tehuantepec. Elsewhere, and aside\nfrom the winds and seas already described near Clarion Island, \ngentle breezes and 2-4 ft seas prevail across Mexican offshore \nwaters. \nFor the forecast, away from the impacts of Invest EP97, a ridge \nwill build across the offshore waters of Baja California, \nbringing moderate to locally fresh NW to N winds through the \nearly part of the week. Expect fresh winds across the northern \nGulf of California through the early part of the week due to the \npressure gradient between the ridge and lower pressure over the \nColorado River valley. Looking ahead, strong to near- gale N to \nNE gap winds will pulse again in the Tehuantepec region by the \nmiddle of the week, building seas to 8 to 10 ft. \n...OFFSHORE WATERS WITHIN 250 NM OF CENTRAL AMERICA, COLOMBIA, \nAND WITHIN 750 NM OF ECUADOR...\nHigh pressure north of the area is promoting fresh to strong \neasterly trade winds and rough seas across the Gulf of Papagayo \nregion, extending downstream to near 90W. Elsewhere, moderate or\nweaker winds and moderate seas are prevalent. Convection continues\nto develop on either side of the monsoon trough. Gusty winds and\nhigher seas are likely occurring near thunderstorms. \nFor the forecast, the ridge north of the area will continue to \nsupport pulsing fresh to strong easterly winds and moderate to \nrough seas across the Papagayo region through mid week. \nMeanwhile, gentle to moderate southerly winds and moderate seas \nare expected over the waters between Ecuador and the Galapagos \nthrough at least mid week.
