The following\ninformation is based on satellite imagery, weather observations,\nradar, and meteorological analysis.\nBased on 0000 UTC surface analysis and satellite imagery through\n0300 UTC.\n...SPECIAL FEATURES...\nTropical Storm Norbert is centered near 17.9N 130.5W at 13/0300\nUTC, moving west at 10 kt. Estimated minimum central pressure is\n1002 mb. Maximum sustained wind speed is 40 kt with gusts to 50\nkt. Peak seas are 22 ft within 90 nm NW semicircle of the \ncenter. Numerous moderate to scattered strong convection is noted\nwithin 150 nm NW semicircle. Norbert is moving toward the west- \nnorthwest. Norbert will continue on a westward track during the \nnext several days, with little change in the intensity through \nthe next 24 to 36 hours, then gradual weakening thereafter. \nNorbert should degenerate into a post- tropical remnant low \ntoward the end of next week.\nPlease read the latest High Seas Forecast issued by the National\nHurricane Center at website - \nhttps://www.nhc.noaa.gov/text/MIAHSFEP2.shtml and the latest \nFourteen-E NHC Forecast/Advisory and Public Advisory at \nwww.hurricanes.gov for more details.\nGale Warning south of Clarion Island (Invest EP97): Showers and \nthunderstorms associated with an area of low pressure located \nseveral hundred miles southwest of the southwestern coast of \nMexico remain disorganized. Environmental conditions appear \nconducive for development, however, and a tropical depression is \nexpected to form during the next couple of days while it moves \ngenerally west-northwestward to westward over the central and \nwestern portions of the eastern Pacific basin. This system has a \nhigh chance of tropical cyclone formation within the next 48 \nhours. A Gale Warning is in effect with this system. Elsewhere, and aside from the winds and\nseas already described near Clarion Island, gentle breezes and\n2-4 ft seas prevail across Mexican offshore waters. \nFor the forecast, away from the impacts of Invest EP97, a ridge \nwill build across the offshore waters of Baja California, \nbringing moderate to locally fresh NW to N winds Sun into early \nnext week. Expect fresh winds across the northern Gulf of \nCalifornia early next week due to the pressure gradient between \nthe ridge and lower pressure over the Colorado River valley. \nLooking ahead, fresh to strong N to NE gap winds will pulse again\nin the Tehuantepec region by the middle of next week, building \nseas to 8 or 9 ft.\n...OFFSHORE WATERS WITHIN 250 NM OF CENTRAL AMERICA, COLOMBIA, \nAND WITHIN 750 NM OF ECUADOR...\nHigh pressure north of the area is promoting fresh to strong \neasterly trade winds and rough seas across the Gulf of Papagayo \nregion, extending downstream to near 90W. Elsewhere, moderate or\nweaker winds and moderate seas are prevalent. Convection continues\nto develop on either side of the monsoon trough. Gusty winds and\nhigher seas are likely occurring near thunderstorms. \nFor the forecast, a ridge north of the area will continue to\nsupport pulsing fresh to strong easterly winds and moderate to \nrough seas across the Papagayo region through early next week. \nMeanwhile, gentle to moderate southerly winds and moderate seas \nare expected over the waters between Ecuador and the Galapagos \nthrough at least the middle of next week.
