Lowell is moving\ntoward the north near 18 mph (30 km/h).  This general motion is \nforecast through today, taking the core of Lowell farther from \nKauai County. Lowell is then forecast to turn toward the northwest \nand west and slow down on Wednesday and Thursday after passing the \nmain Hawaiian Islands.\n\nMaximum sustained winds have decreased to near 90 mph (150 km/h) \nwith higher gusts.  Weakening is forecast, and Lowell should become \na tropical storm later today and continue to weaken for the next \ncouple of days.\n \nHurricane-force winds extend outward up to 70 miles (110 km) from \nthe center and tropical-storm-force winds extend outward up to 230 \nmiles (370 km).  Lihue Airport (PHLI) along the southeastern coast \nof Kauai recently reported sustained winds of 35 mph (56 km/h) with \na gust to 47 mph (76 km/h). \n\nThe estimated minimum central pressure is 967 mb (28.56 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Lowell can be found in the Tropical Cyclone\nDiscussion under AWIPS header HFOTCDCP4 and WMO header WTPA44\nPHFO.\n \nWIND: Hurricane conditions are occuring across portions of Kauai\nCounty. Wind speeds atop and on the windward and leeward sides of\nhills and mountains are often up to 30 percent stronger than the\nnear-surface winds. Tropical storm conditions, especially in gusts,\nare occurring on Oahu.\n \nHurricane conditions are ongoing in the Papahanaumokuakea\nMarine National Monument between Nihoa and French Frigate Shoals.\n \nRAINFALL: Hurricane Lowell is expected to produce additional \nrainfall totals of 2 to 4 inches for Kauai, with maximum storm \ntotals of 24 inches possible. For the Big Island, an additional 3 to \n6 inches of rain is expected with isolated storm totals of 8 inches \npossible.
