Lowell is moving \ntoward the north-northeast near 18 mph (30 km/h). A motion toward \nthe north-northeast and north at a similar forward speed is forecast \nthrough Tuesday. The core of Lowell is expected to pass near or just \nwest of Niihau tonight and early Tuesday. Then, Lowell is forecast \nto turn toward the northwest and slow down by early Wednesday after \npassing the Hawaiian Islands.\n\nMaximum sustained winds are near 110 mph (175 km/h) with higher \ngusts. Weakening is expected over the next several days. However, \nLowell is forecast to remain a hurricane as it passes near the \nHawaiian Islands tonight into early Tuesday.\n \nHurricane-force winds extend outward up to 70 miles (110 km) from \nthe center and tropical-storm-force winds extend outward up to 175 \nmiles (280 km). A weather station in Waimea along the south-central \ncoast of Kauai recently reported sustained winds of 49 mph (79 km/h) \nwith a gust to 68 mph (109 km/h). Lihue Airport (PHLI) along the \nsoutheastern coast of Kauai recently reported sustained winds of 40 \nmph (64 km/h) with a gust to 52 mph (84 km/h).\n \nThe estimated minimum central pressure based on aircraft data is 961 \nmb (28.38 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Lowell can be found in the Tropical Cyclone\nDiscussion under AWIPS header HFOTCDCP4 and WMO header WTPA44\nPHFO.\n \nWIND: Hurricane conditions are expected to begin in Kauai County \nduring the next several hours. Wind speeds atop and on the windward \nand leeward sides of hills and mountains are often up to 30 percent \nstronger than the near-surface winds. Tropical storm conditions are \nexpected on Oahu tonight into early Tuesday.\n \nTropical storm conditions are ongoing in the Papahanaumokuakea \nMarine National Monument between Nihoa and French Frigate Shoals, \nand hurricane conditions are expected there tonight.\n \nRAINFALL: Lowell is expected to produce additional rainfall totals \nof 4 to 8 inches for Kauai, with maximum storm totals of 24 inches \npossible. For the Big Island, an additional 3 to 8 inches of rain is \nexpected with isolated storm totals of 12 inches possible. For Oahu \nand Maui County, an additional 2 to 5 inches of rain is expected \nwith isolated storm totals of 10 inches possible. The water could reach the\nfollowing heights above ground somewhere in the indicated areas if\nthe peak surge occurs at the time of high tide...\n \nKauai County...2-4 ft, with the highest expected values along the\nsouth coast of Kauai and the island of Niihau\nOahu...Up to 1 ft\n \nThe deepest water will occur along the immediate coast near and to\nthe right of the center, where the surge will be accompanied by\nlarge and destructive waves.
