Preparations to protect life\nand property should be rushed to completion.\n \nA Tropical Storm Warning means that tropical storm conditions are\nexpected within the warning area.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 500 PM HST (0300 UTC), the center of Hurricane Lowell was located \nby Air Force Reserve Hurricane Hunter aircraft near latitude 20.3 \nNorth, longitude 161.3 West. Lowell is moving toward the \nnorth-northeast near 18 mph (30 km/h). A north-northeastward to \nnorthward motion is forecast through Tuesday. On the forecast track, \nthe core of Lowell is expected to pass near or just west of Niihau \ntonight and early Tuesday. Lowell is then forecast to turn toward \nthe northwest and slow down by early Wednesday after passing the \nHawaiian Islands.\n \nMaximum sustained winds are near 110 mph (175 km/h) with higher \ngusts. Weakening is expected over the next several days. However, \nLowell is forecast to remain a hurricane as it passes near the \nHawaiian Islands tonight into early Tuesday.\n \nHurricane-force winds extend outward up to 70 miles (110 km) from \nthe center and tropical-storm-force winds extend outward up to 175 \nmiles (280 km). Lihue Airport on Kauai recently reported sustained \nwinds of 38 mph (61 km/h) with a gust to 49 mph (79 km/h).\n \nThe latest minimum central pressure estimated from aircraft \ndropsonde data is 956 mb (28.23 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Lowell can be found in the Tropical Cyclone\nDiscussion under AWIPS header HFOTCDCP4 and WMO header WTPA44\nPHFO.\n \nWIND: Hurricane conditions are expected in Kauai County beginning\nthis evening. Wind speeds atop and on the windward and\nleeward sides of hills and mountains are often up to 30 percent\nstronger than the near-surface winds. Tropical storm conditions\nare expected on Oahu beginning this evening.\n \nHurricane conditions are expected in the Papahanaumokuakea Marine\nNational Monument between Nihoa and French Frigate Shoals tonight,\nwith tropical storm conditions beginning this afternoon.\n \nRAINFALL: Lowell is expected to produce additional rainfall totals \nof 4 to 8 inches for Kauai, with maximum storm totals of 24 inches \npossible. For the Big Island, an additional 3 to 8 inches of rain is \nexpected with isolated storm totals of 12 inches possible. For Oahu \nand Maui county, an additional 2 to 5 inches of rain is expected \nwith isolated storm totals of 10 inches possible. The water could reach the\nfollowing heights above ground somewhere in the indicated areas if\nthe peak surge occurs at the time of high tide...\n \nKauai County...2-4 ft, with the highest expected values along the\nsouth coast of Kauai and the island of Niihau\nOahu...Up to 1 ft\n \nThe deepest water will occur along the immediate coast near and to\nthe right of the center, where the surge will be accompanied by\nlarge and destructive waves.
