A warning is typically issued\n36 hours before the anticipated first occurrence of\ntropical-storm-force winds, conditions that make outside\npreparations difficult or dangerous.  Preparations to protect life\nand property should be rushed to completion.\n \nA Tropical Storm Warning means that tropical storm conditions are\nexpected somewhere within the warning area within 36 hours.\n \nA Hurricane Watch means that hurricane conditions are possible\nwithin the watch area.\n \nInterests elsewhere in the Hawaiian Islands and the\nPapahanaumokuakea Marine National Monument should monitor the\nprogress of Lowell.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 800 PM HST (0600 UTC), the center of Hurricane Lowell was located\nnear latitude 16.1 North, longitude 163.4 West. Lowell is moving\ntoward the north-northeast near 9 mph (15 km/h). A northward to \nnorth-northeastward motion at a faster forward speed is forecasted \nthrough Tuesday. On the forecast track, the center of Lowell will \nmove across portions of the Papahanaumokuakea Marine National \nMonument, just west of the main Hawaiian Islands, on Monday night. \nLowell is then forecast to turn toward the northwest and slow down \nby early Wednesday after passing the Hawaiian Islands.\n \nMaximum sustained winds are near 120 mph (195 km/h) with higher\ngusts. Lowell is a category 3 hurricane on the Saffir-Simpson \nHurricane Wind Scale. Weakening is forecast to begin later tonight \ninto tomorrow. However, Lowell is forecast to remain a hurricane as \nit passes near the Hawaiian Islands.\n \nHurricane-force winds extend outward up to 60 miles (95 km) from\nthe center and tropical-storm-force winds extend outward up to 175\nmiles (280 km).\n \nThe minimum central pressure based on Air Force Reserve Hurricane \nHunter data is 948 mb (28.00 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Lowell can be found in the Tropical Cyclone\nDiscussion under AWIPS header HFOTCDCP4 and WMO header WTPA44\nPHFO.\n \nWIND: Hurricane conditions are possible and tropical storm\nconditions are expected in Kauai County beginning Monday afternoon\nor evening. Wind speeds atop and on the windward and leeward sides\nof hills and mountains are often up to 30 percent stronger than the\nnear-surface winds, and wind gusts to hurricane force are possible.\n \nHurricane conditions are expected in the Papahanaumokuakea Marine\nNational Monument between Nihoa and French Frigate Shoals Monday\nnight, with tropical storm conditions beginning Monday afternoon.\n \nRAINFALL: Hurricane Lowell is expected to produce additional\nrainfall totals of 6 to 10 inches for Kauai, with maximum totals of\n14 inches possible. For the Big Island, 4 to 8 inches of rain is\nexpected with isolated totals of 12 inches possible. For Maui, 2 to\n4 inches of rain is expected, with isolated maximum totals of 8\ninches possible. Across the remaining islands, rainfall of 2 to 4\ninches is possible. The water could reach the\nfollowing heights above ground somewhere in the indicated areas if\nthe peak surge occurs at the time of high tide...\n \nKauai County...1-3 ft\nOahu...Up to 1 ft\n \nThe deepest water will occur along the immediate coast near and to\nthe right of the center, where the surge will be accompanied by\nlarge and destructive waves.
