Current radar data shows convective bands with heavy rainfall \nand gusty winds spreading over portions of southeastern Texas on the \nwest side of the storm. Based on the latest surface observations, it \nappears a little weakening has occurred since landfall, and the \ninitial intensity is lowered slightly to 45 kt. A Tropical Storm \nWarning remains in effect for portions of the Upper Texas coast and \nsouthwestern Louisiana.\n \nEdouard is moving toward the northwest (305/7 kt) and will remain on \nthis heading through early Wednesday, bringing the center farther \ninland over eastern Texas. No notable changes were made to the NHC \ntrack forecast. Quick weakening is expected now that the center is \ninland, and Edouard is likely to become a tropical depression \ntonight and dissipate by Wednesday night. Even though the system is \ninland, the threat of heavy rainfall and flash flooding will \ncontinue through the overnight hours.\n \n \nKey Messages:\n \n1. Tropical storm conditions associated with Edouard will continue \nalong the Upper Texas and extreme southwestern Louisiana coasts \nwithin the warning area through this evening.\n \n2.  Heavy rain will impact parts of the Upper Texas coast through \neast-central Texas into far Southwest Louisiana through Thursday \nmorning as Edouard tracks inland. Flash flooding is likely across \nthis region, especially in urban areas. Significant flash flooding \nis possible. River flooding may also be possible.\n\n3.
