The following information is based on satellite\nimagery, weather observations, radar and meteorological analysis.\nBased on 1200 UTC surface analysis and satellite imagery through \n1727 UTC.\n...SPECIAL FEATURES...\nTropical Storm Edouard is centered near 29.4N 93.3W at 01/1500\nUTC or 30 nm S of Cameron Louisiana, moving NW at 7 kt.\nEstimated minimum central pressure is 1000 mb. Maximum sustained\nwind speed is 45 kt with gusts to 55 kt. Peak seas are around 15\nft. On the forecast track, the center of Edouard is forecast to \nreach the northwestern Gulf Coast within the warning area later \ntoday and move inland over southeast Texas tonight. Additional \nstrengthening is forecast before Edouard makes landfall today, and\nthe storm could approach hurricane strength. Rapid weakening is \nexpected after the center moves inland. Edouard is expected to \nproduce rainfall totals of 3 to 6 inches with maximum totals up to\n9 inches for parts of the Upper Texas Coast inland through east- \ncentral Texas, with potential for 2 to 4 inches in far southwest \nLouisiana. This rainfall is likely to produce flash flooding, \nespecially in low- lying and urban areas. Scattered moderate convection is \nnoted from 15N to 19N, along the wave axis.\nThe western Caribbean tropical wave is transitioning into the \nEastern Pacific. The \nITCZ extends from 07N45W to 10N59.5W. Scattered moderate to \nstrong convection is occurring from 03N to 10N between 35N and \n44.5W. \n \n...GULF OF AMERICA...\nPlease refer to the Special Features section for information on\nTropical Storm Edouard.\nAway from Tropical Storm Edouard, weak high pressure dominates, \nsupporting gentle or weaker winds and slight seas, except for \nmoderate E winds along the western coastal waters of the Yucatan \nPeninsula. Scattered moderate convection is found in the NE Gulf.\nFor the forecast, Tropical Storm Edouard will move inland to near\n30.2N 94.2W this evening with maximum sustained 40 kt gusts to 50\nkt, then move farther inland and weaken to a tropical depression \nnear 31.2N 95.2W Wed morning and dissipate Wed evening. In the \nwake of Edouard, relatively weak high pressure will prevail \nallowing for moderate or weaker winds and slight to moderate seas.\n...CARIBBEAN SEA...\nThe low level remnants of former Dolly, now a surface trough,\nextends from the southeastern Bahamas to eastern Cuba and the \nadjacent Atlantic waters. To the east of the trough E to SE winds\nprevail. Scattered moderate convection is present near the Isla\nde la Juventud, the Windward Passage, portions of Hispaniola, and\nthe adjacent Caribbean waters N of 16.5N. Elsewhere, the pressure\ngradient between the Azores High and associated ridge and lower \npressure across northern South America is leading moderate to \nfresh trades across the central and eastern basin E of 78.5W, with\nhighest winds offshore western Venezuela. Seas in this region are\n4 to 6 ft. To the W of 78.5W, winds are gentle along with slight \nseas. The eastern end of the Eastern Pacific monsoon trough is \nsupporting a cluster of moderate convection south of 14N and west \nof 79W. \nFor the forecast, the aforementioned surface trough will continue\nmoving WNW through Thu. Elsewhere across the basin, the pressure \ngradient between the subtropical ridge and Colombian low will \ncontinue to induce fresh to strong easterly trades and moderate to\nrough seas over the central and eastern Caribbean through the \nrest of the period, with moderate or weaker winds and slight to \nmoderate seas prevailing for the remainder of the waters. \n \n...ATLANTIC OCEAN...\nA surface trough extending from south Florida E-NE to SW of \nBermuda continues to promote scattered moderate convection across \nthis area, north of 25N. Another surface trough, remnants of \nTropical Storm Dolly, extends from the southeastern Bahamas to \neastern Cuba. Fresh SE winds are over the waters south of about \n20N between 68W and 76W. Elsewhere, a 1027 mb Azores High near \n33N33W extends a ridge westward to near 59W. Moderate to fresh\nE winds along with seas 4 to 6 ft prevail south of 26N and east \nof 50W. Fresh to strong NE are present north of 18N and east of \n20W.
