The system's outer rainbands are \nalready reaching the coastline near High Island and Galveston. These \nrainbands will continue to push into our southeastern coastal counties \nthis morning, before pushing farther inland this afternoon and evening.\nThe system is forecast to become a strong tropical storm before moving\nashore near Sabine, TX early this afternoon. The primary concern for \nour area will be heavy rainfall. The heaviest showers and thunderstorms\ncould produce 3-4\" per hour rainfall rates, which would result in \nflash flooding. Worth mentioning that residual tropical moisture could\nresult in scattered heavy showers and thunderstorms on Wednesday as well. \n\nPOTENTIAL IMPACTS\n-----------------\n\n* WIND:\n- POTENTIAL IMPACTS: Limited but track dependent\n        - Potential for some tree damage within the Tropical Storm Warning area, \n          especially if the center deviates west of the track.\n        - Scattered power and communications outages are possible.\n          \n\nElsewhere across Southeast Texas, little to no impact is anticipated.\n\n* SURGE:\nNo significant impacts from surge are expected. \n\n\n\n* FLOODING RAIN:\nProtect against dangerous rainfall flooding having possible \nsignificant impacts across southeast Texas. Potential \nimpacts include:\n    - Moderate rainfall flooding may prompt several evacuations and \n      rescues.\n    - Streams and bayous may quickly become swollen with swifter \n      currents and overspill their banks in a few places, especially \n      in usually vulnerable spots and where heavy rainbands occur. \n    - Flood waters can enter some structures or weaken foundations. \n      Several places may experience expanded areas of rapid \n      inundation at underpasses, low-lying spots, and poor drainage \n      areas. Some streets and parking lots take on moving water as \n      storm drains and retention ponds overflow. Driving conditions \n      become hazardous.
