Areas of heavy\nrain are still occurring in portions of Maui and Kauai County. Rain\nrates have decreased across the Big Island. The center of Tropical\nStorm Lala is located southwest of Kauai and will continue to move\nwest away from the state through this evening. Tropical Storm Warnings\nhave been canceled for Maui County, Oahu, and surrounding coastal\nwaters. The Tropical Storm Warning is still in effect for Kauai County\nand surrounding coastal waters. Impacts can extend well beyond the\ncenter of the tropical storm, so continue to stay aware of the latest\nforecast and current weather conditions today. \n\nOver the past 3 hours the heaviest rainfall associated with Tropical\nStorm Lala occurred over the island of Kauai and eastern parts of\nMaui. Outer rain bands from Lala have the potential to bring periods\nof locally heavy rain to Maui County, Oahu, and Kauai County through\nthe afternoon. Saturated soil from receiving 15 to 35 inches over the\nBig Island and 6 to 10 inches over Maui over last 24 hours will keep\nthe flood threat elevated. Locally heavy rainfall may persist into\nMonday, mainly over the western end of the island chain. Lala is\nexpected to produce additional rainfall totals of 1 to 3 inches across\nthe Big Island with 2 to 4, locally up to 6, additional inches of rain\nfor the smaller islands. While the highest rainfall amounts will be\nfocused over windward areas and higher terrain, leeward areas will\nalso have a significant flood risk.\n\nWinds have decreased for Oahu and Maui County with sustained winds\ngenerally 20 to 30 mph, with isolated mountain and downslope locations\nexperiencing gusts up to 50 mph. Winds at the lower elevations of the\nBig Island are mainly sustained 15 to 20 mph with gusts up to 30 mph.\nTropical storm conditions will continue for Kauai County into this\nevening. \n\nEast swell generated by Lala will remain elevated this afternoon,\ndecreasing from east to west this evening and tonight. Some elevated\nsurf is also possible along exposed south-facing shores today between\nMaui and Kauai as Lala continues westward. Significant beach erosion\nand overwash are still possible across vulnerable coastal\ninfrastructure.\n\nPOTENTIAL IMPACTS\n-----------------\n\n* WIND:\nPotential impacts from the main wind event continue for \nKauai. Remain well sheltered from hazardous wind having additional limited impacts. \nIf realized, these impacts include:\n    - Damage to porches, awnings, carports, sheds, and unanchored \n      mobile homes. Unsecured lightweight objects blown about.\n    - Many large tree limbs broken off. A few trees snapped or \n      uprooted, but with greater numbers in places where trees are \n      shallow rooted. Some fences and roadway signs blown over.\n    - A few roads impassable from debris, particularly within urban \n      or heavily wooded places. Hazardous driving conditions on \n      bridges and other elevated roadways.\n    - Scattered power and communications outages.\n\nElsewhere across the Hawaiian islands, little to no impact is \nanticipated.\n\n* SURGE:\nLittle to no impacts are anticipated at this time across the Hawaiian \nislands.\n\n* FLOODING RAIN:\nPotential impacts from the flooding rain linger across \nKauai, Oahu, and portions of Maui County. Remain well guarded against \ndangerous flood waters having additional impacts. If realized, these \nimpacts include:\n    - Moderate rainfall flooding may prompt several evacuations and \n      rescues.\n    - Rivers and tributaries may quickly become swollen with swifter \n      currents and overspill their banks in a few places, especially \n      in usually vulnerable spots. Small streams, creeks, canals, \n      arroyos, and ditches overflow.\n    - Flood waters can enter some structures or weaken foundations. \n      Several places may experience expanded areas of rapid \n      inundation at underpasses, low-lying spots, and poor drainage \n      areas. Some streets and parking lots take on moving water as \n      storm drains and retention ponds overflow. Driving conditions \n      become hazardous. Some road and bridge closures.\n\nPotential impacts from the flooding rain are still unfolding across \nKauai, Oahu, and parts of Maui County. Remain well guarded against \nlocally hazardous flood waters having additional limited impacts.\n\n* TORNADOES:\nPotential impacts from tornadoes linger across Maui \nCounty, Oahu, and Kauai. Remain well braced against a tornado event \nhaving possible limited impacts. If realized, these impacts include:\n    - The occurrence of isolated tornadoes can hinder the execution \n      of emergency plans during tropical events.\n    - A few places may experience tornado damage, along with power \n      and communications disruptions.\n    - Locations could realize roofs peeled off buildings, chimneys \n      toppled, mobile homes pushed off foundations or overturned, \n      large tree tops and branches snapped off, shallow-rooted trees \n      knocked over, moving vehicles blown off roads, and small boats \n      pulled from moorings.\n\nElsewhere across the Hawaiian islands, little to no impact is \nanticipated.\n\nPRECAUTIONARY/PREPAREDNESS ACTIONS\n----------------------------------\n\n* EVACUATIONS:\nFollow the advice of local officials\n\n* OTHER PREPAREDNESS INFORMATION:\nKeep your cell phone charged and in power-saving mode.
