Preparations to protect life and property should now be\ncomplete.\n \nA Tropical Storm Warning means that tropical storm conditions are\nexpected somewhere within the warning area within 36 hours.\n \nInterests in the Papahanaumokuakea Marine National Monument should\nmonitor the progress of Lala.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 1100 AM HST (2100 UTC), the center of Hurricane Lala was located\nnear latitude 18.2 North, longitude 155.2 West. Lala is moving\ntoward the northwest near 8 mph (13 km/h). Some erratic motion is\nlikely later today and tonight while Lala interacts with the Big\nIsland of Hawaii. After passing the Big Island, Lala is expected to\nturn westward on Sunday with an increase in forward speed, with the\ncore of the storm staying south of remainder of the main Hawaiian\nIslands and the easternmost Northwestern Hawaiian Islands through\nthe early part of next week.\n \nMaximum sustained winds are near 75 mph (120 km/h) with higher\ngusts.  Some slight strengthening is possible during the next few\nhours, but significant weakening is likely tonight after Lala\ninteracts with the Big Island of Hawaii. Some restrengthening is\npossible early next week.\n \nHurricane-force winds extend outward up to 35 miles (55 km) from the\ncenter and tropical-storm-force winds extend outward up to 175 miles\n(280 km).\n \nThe estimated minimum central pressure is 988 mb (29.18 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Tropical Storm Lala can be found in the Tropical\nCyclone Discussion under AWIPS header HFOTCDCP2 and WMO header\nWTPA42 PHFO.\n \nWIND: Tropical storm conditions, including gusts to hurricane force,\nare occurring on the Big Island of Hawaii, especially in areas of\nhigher terrain. Winds will continue to increase on the Big Island\nduring the next few hours. Tropical storm conditions are spreading\nwestward across portions of Maui County and Kauai, and are expected\nto reach Kauai County on Sunday.  Wind speeds atop mountains and on\nthe windward and leeward slopes are often up to 30 percent stronger\nthan the near-surface winds indicated in this advisory, and in some\nelevated locations could be even greater.\n \nRAINFALL: Lala is expected to produce rainfall totals of 10 to 20\ninches across the Big Island, with maximum totals of 25 inches\npossible. Rainfall of 8 to 12 inches is expected across eastern\nMaui, with totals of 4 to 6 inches, and maximum amounts of 8 inches,\nacross western Maui and the remainder of the island chain. The water could\nreach the following heights above ground somewhere in the indicated\nareas if the peak surge occurs at the time of high tide...\n \nHawaii...1 to 3 ft\n \nThe deepest water will occur along the immediate coast, where the\nsurge will be accompanied by large and dangerous waves.\nSurge-related flooding depends on the relative timing of the surge\nand the tidal cycle, and can vary greatly over short distances.
