A warning is typically issued 36\nhours before the anticipated first occurrence of\ntropical-storm-force winds, conditions that make outside\npreparations difficult or dangerous. Preparations to protect life\nand property should be rushed to completion.\n \nA Tropical Storm Warning means that tropical storm conditions are\nexpected somewhere within the warning area within 36 hours.\n \nInterests in the Papahanaumokuakea Marine National Monument should\nmonitor the progress of Lala. Tropical storm watches may be \nrequired for the eastern portion of that area later today.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 200 AM HST (1200 UTC), the center of Tropical Storm Lala was\nlocated near latitude 17.8 North, longitude 154.0 West. Lala is\nmoving toward the west-northwest near 13 mph (20 km/h). This\ngeneral motion is expected to continue for the next couple of days,\ntaking the core of Lala near the South Point of the Big Island of\nHawaii on Saturday and then south of the smaller islands on Sunday.\n \nMaximum sustained winds are near 65 mph (100 km/h) with higher\ngusts.  Steady strengthening is forecast, and Lala is expected to\nbecome a hurricane as it approaches the Big Island later today. A \nwind gust to 61 mph (98 km/h) was recently measured at Pu'u Mali on \nthe northern slope of Mauna Kea on the Big Island of Hawaii.\n \nTropical-storm-force winds extend outward up to 220 miles (350 km)\nfrom the center.\n \nThe estimated minimum central pressure is 991 mb (29.27 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Tropical Storm Lala can be found in the Tropical\nCyclone Discussion under AWIPS header HFOTCDCP2 and WMO header\nWTPA42 PHFO.\n \nWIND: Hurricane conditions are expected on the Big Island of Hawaii\nlater today, with tropical storm conditions expected in Maui County\ntonight. Tropical storm conditions are expected on Oahu and Kauai \nCounty by Sunday morning. Wind speeds atop mountains and on the \nwindward and leeward slopes are often up to 30 percent stronger\nthan the near-surface winds indicated in this advisory, and in some\nelevated locations could be even greater.\n \nRAINFALL: Tropical Storm Lala is expected to produce rainfall totals\nof 10 to 20 inches across the Big Island, with locally higher\namounts up to 25 inches possible. Rainfall totals of 8 to 12 inches\nare expected across Maui, with 4 to 6 inches and maximum amounts of\n8 inches expected across the remainder of the island chain. The water could\nreach the following heights above ground somewhere in the indicated\nareas if the peak surge occurs at the time of high tide...\n \nHawaii...1 to 3 ft\n \nThe deepest water will occur along the immediate coast, where the\nsurge will be accompanied by large and dangerous waves.\nSurge-related flooding depends on the relative timing of the surge\nand the tidal cycle, and can vary greatly over short distances.
