A warning is typically issued 36\nhours before the anticipated first occurrence of\ntropical-storm-force winds, conditions that make outside\npreparations difficult or dangerous. Preparations to protect life\nand property should be rushed to completion.\n \nA Tropical Storm Watch means that tropical storm conditions are\npossible within the watch area, in this case within the next 36 to\n48 hours.\n \nInterests elsewhere in the main Hawaiian Islands, and in the\nPapahanaumokuakea Marine National Monument, should monitor\nthe progress of this system.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 500 PM HST (0300 UTC), the center of Tropical Storm Lala was\nlocated near latitude 16.2 North, longitude 147.5 West. Lala is\nmoving toward the west-northwest near 12 mph (19 km/h). A faster\nwest-northwestward motion is expected during the next several days.\nOn the forecast track, Lala is forecast to be near the Big Island on \nSaturday, and pass south of the remainder of the islands later in \nthe weekend.\n \nMaximum sustained winds have increased to near 60 mph (95 km/h) \nwith higher gusts. Steady strengthening is forecast, and Lala is \nexpected to become a hurricane as it approaches the Big Island.\n \nTropical-storm-force winds extend outward up to 275 miles (445 km)\nfrom the center.\n\nThe estimated minimum central pressure is 997 mb (29.44 inches) \nbased on NOAA and Air Force Hurricane Hunter data.\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Tropical Storm Lala can be found in the Tropical\nCyclone Discussion under AWIPS header HFOTCPCP2 and WMO header\nWTPA42 PHFO.\n \nWIND: Hurricane conditions are expected on the Big Island of Hawaii\nby early Saturday, with tropical storm conditions possible in Maui \nCounty by late Saturday.  Wind speeds atop and on the windward \nsides of slopes and mountains are often up to 30 percent stronger \nthan the near-surface winds indicated in this advisory, and in some \nelevated locations could be even greater.\n \nRAINFALL: Tropical Storm Lala is expected to produce rainfall totals\nof 8 to 12 inches across Maui and the Big Island with maximum totals\nof 25 inches possible across the Big Island. Rainfall totals of 4\nto 6 inches with maximum amounts of 8 inches across the remainder of\nthe island chain. The water could\nreach the following heights above ground somewhere in the indicated\nareas if the peak surge occurs at the time of high tide...\n \nHawaii...1 to 3 ft\n \nThe deepest water will occur along the immediate coast, where the\nsurge will be accompanied by large and dangerous waves.\nSurge-related flooding depends on the relative timing of the surge\nand the tidal cycle, and can vary greatly over short distances.
