A watch is typically issued 48 hours\nbefore the anticipated first occurrence of tropical-storm-force\nwinds, conditions that make outside preparations difficult or\ndangerous.\n \nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n \n \nDISCUSSION AND OUTLOOK\n----------------------\nAt 800 AM HST (1800 UTC), the center of Tropical Storm Lala was \nlocated near latitude 15.4 North, longitude 145.8 West. Lala is \nmoving toward the west-northwest near 10 mph (17 km/h). A westward \nto west-northwestward motion is expected during the next several \ndays. On the forecast track, Lala is expected to be near or just \nsouth of the Big Island on Saturday, and pass south of the smaller \nislands during the remainder of the weekend.\n \nMaximum sustained winds are near 40 mph (65 km/h) with higher gusts. \n Steady strengthening is forecast, and Lala could be near hurricane \nstrength as it approaches the Big Island.\n \nTropical-storm-force winds extend outward up to 140 miles (220 km)\nfrom the center.\n \nThe estimated minimum central pressure is 1001 mb (29.56 inches).\n \n \nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Tropical Storm Lala can be found in the Tropical\nCyclone Discussion under AWIPS header HFOTCPCP2 and WMO header\nWTPA42 PHFO.\n \nWIND:  Hurricane conditions are possible in the Big Island of Hawaii\nby early Saturday.  Wind speeds atop and on the windward sides of\nhills and mountains are often up to 30 percent stronger than the\nnear-surface winds indicated in this advisory, and in some elevated\nlocations could be even greater.\n \nRAINFALL: Tropical Storm Lala is expected to produce rainfall totals\nof 5 to 10 inches across much of the Island chain, with maximum\ntotals of 20 inches possible. This rainfall may produce\nlife-threatening flooding and mudslides, especially in areas of\nsteep terrain.\n \nSTORM SURGE:  The combination of a dangerous storm surge and the\ntide will cause normally dry areas near the coast to be flooded by\nrising waters moving inland from the shoreline.  The water could\nreach the following heights above ground somewhere in the indicated\nareas if the peak surge occurs at the time of high tide...\n \nHawaii...1 to 3 ft\n \nThe deepest water will occur along the immediate coast, where the\nsurge will be accompanied by large and dangerous waves.\nSurge-related flooding depends on the relative timing of the surge\nand the tidal cycle, and can vary greatly over short distances.
