Bertha is still expected to continue moving westward through\nan unfavorable environment with high wind shear, dry air, and land\ninteraction. Bertha is still expected to reach the upper Texas coast\nthis afternoon as a weak Tropical Storm or Tropical Depression. No\nsignificant impacts to Southeast Texas are expected at this time.\nWinds of 20-25 knots with gusts to 40 knots will be possible, mainly along\nthe coast and Gulf waters throughout today. Scattered showers and\nthunderstorms are possible, and could produce locally heavy rainfall\nin spots, though the flooding rain threat remains low. There will be a high\nrisk rip currents across the beaches and coast through Friday.\n\nPOTENTIAL IMPACTS\n-----------------\n\n* WIND:\nProtect against hazardous wind having possible limited impacts across \nSoutheast Texas. Potential impacts include:\n    - Damage to porches, awnings, carports, sheds, and unanchored \n      mobile homes. Unsecured lightweight objects blown about.\n    - Many large tree limbs broken off. A few trees snapped or \n      uprooted, but with greater numbers in places where trees are \n      shallow rooted. Some fences and roadway signs blown over.\n    - A few roads impassable from debris, particularly within urban \n      or heavily wooded places. Hazardous driving conditions on \n      bridges and other elevated roadways.\n    - Scattered power and communications outages.\n\n* FLOODING RAIN:\nProtect against locally hazardous rainfall flooding having possible \nlimited impacts across the Southeast Texas coast. Potential \nimpacts include:\n    - Localized rainfall flooding may prompt a few evacuations.\n    - Rivers and tributaries may quickly rise with swifter currents. \n      Small streams, creeks, canals, and ditches may become swollen \n      and overflow in spots.\n    - Flood waters can enter a few structures, especially in usually \n      vulnerable spots. A few places where rapid ponding of water \n      occurs at underpasses, low-lying spots, and poor drainage \n      areas. Several storm drains and retention ponds become \n      near-full and begin to overflow.
