Nearly all of the showers and thunderstorms \nassociated with Arthur are displaced in bands well to the east of \nthe center across Louisiana and the northwestern gulf. Tropical \nstorm warnings remain in effect for the coasts of southeast Texas as \nwell as southwestern and south central Louisiana for the potential \nof gusts to tropical storm force. Wind gusts of 25-40 MPH can be \nexpected along the southwest and south central Louisiana coasts with \nwind gusts up to 25 MPH inland.\n\nLong duration heavy rainfall from Arthur may still produce heavy \nrain and flash flooding across portions of south central Louisiana \nthis afternoon and tonight. Rainfall totals of one half to 2 inches \nare expected with locally higher amounts of 2 to 6 inches possible \nwithin tropical rain bands. Coastal flooding with surge values of 1-\n3 feet are peaking this afternoon and should begin to recede as \ntides flow out this evening into tonight.\n\nPOTENTIAL IMPACTS\n-----------------\n\n* FLOODING RAIN:\nProtect against dangerous rainfall flooding having possible \nsignificant impacts across south central Louisiana. Potential \nimpacts include:\n    - Moderate rainfall flooding may prompt several evacuations and \n      rescues.\n    - Rivers and tributaries may quickly become swollen with swifter \n      currents and overspill their banks in a few places, especially \n      in usually vulnerable spots. Small streams, creeks, canals, and \n      ditches overflow.\n    - Flood waters can enter some structures or weaken foundations. \n      Several places may experience expanded areas of rapid \n      inundation at underpasses, low-lying spots, and poor drainage \n      areas. Some streets and parking lots take on moving water as \n      storm drains and retention ponds overflow. Driving conditions \n      become hazardous. Some road and bridge closures.\n\nProtect against locally hazardous rainfall flooding having possible \nlimited impacts across southwest and central Louisiana.\n\n* SURGE:\nProtect against locally hazardous surge having possible limited \nimpacts across coastal portions of southeast Texas and Southwest Louisiana as well as the coastal lakes and bays. \nPotential impacts in this area include:\n    - Localized inundation with storm surge flooding mainly along \n      immediate shorelines and in low-lying spots, or in areas \n      farther inland near where higher surge waters move ashore.\n    - Sections of near-shore roads and parking lots become overspread \n      with surge water. Driving conditions dangerous in places where \n      surge water covers the road.\n    - Moderate beach erosion. Heavy surf also breaching dunes, mainly \n      in usually vulnerable locations. Strong rip currents.\n    - Minor to locally moderate damage to marinas, docks, boardwalks, \n      and piers. A few small craft broken away from moorings.\n\nElsewhere across Southwest Louisiana and Southeast Texas, little to \nno impact is anticipated.\n\n* WIND:\nProtect against hazardous wind having possible limited impacts across \ncoastal portions of southwest and south central Louisiana. Potential impacts in this area include:\n    - Damage to porches, awnings, carports, sheds, and unanchored \n      mobile homes. Unsecured lightweight objects blown about.\n    - Many large tree limbs broken off. A few trees snapped or \n      uprooted, but with greater numbers in places where trees are \n      shallow rooted. Some fences and roadway signs blown over.\n    - A few roads impassable from debris, particularly within urban \n      or heavily wooded places. Hazardous driving conditions on \n      bridges and other elevated roadways.\n    - Scattered power and communications outages.\n\nElsewhere across Southwest Louisiana and Southeast Texas, little to \nno impact is anticipated.\n\n* TORNADOES:\nProtect against a dangerous tornado event having possible significant \nimpacts across south central Louisiana Potential impacts \ninclude:\n    - The occurrence of scattered tornadoes can hinder the execution \n      of emergency plans during tropical events.\n    - Several places may experience tornado damage with a few spots \n      of considerable damage, power loss, and communications failures.\n    - Locations could realize roofs torn off frame houses, mobile \n      homes demolished, boxcars overturned, large trees snapped or \n      uprooted, vehicles tumbled, and boats tossed about. Dangerous \n      projectiles can add to the toll.\n\nPRECAUTIONARY/PREPAREDNESS ACTIONS\n----------------------------------\n\n* EVACUATIONS:\nFollow the advice of local officials.\n\n* OTHER PREPAREDNESS INFORMATION:\n\nRapidly rising flood waters are deadly.
